Going back a few years, so not sure if regulations or laws have changed, but back in 2017 smoking was pretty well accepted.
Many of the bars/restaurants sold cigars and if you sat down and lit one up, it wouldn't be long before a waiter was out with a 'proper' ash tray for you. Smoking inside wasn't unpleasant either due to the ventilation and air-con.
So hopefully you find it the same when you go there too 👍 I seem to remember prices weren't amazing, although still better than the UK of course. That could have changed now though.
FYI - Dubai intl duty free is as dry as a the desert it was built in. Except for Gurkhas, odd NC’s etc, very few ordinary “Nobody wants” Cubans and all snatched by Chinese big buyers down to the last cigarillo. Cohiba is apparently big in China and non smoking tourist will haul even the last pack back to China to sell at profit.
