Replies default to "Quick Reply"

This note window I'm using right now has the full set of tools (Fonts, formatting, etc) above the window and all the usual Smilies over on the right and Post Icons below.
But when I try to reply to a forum thread, no matter I click "Reply" or Reply With Quote" or the big brown "REPLY" button, all I get is the "Quick Reply" window with NO controls, Icons Formatting or Smilies.

Can somebody fix this?

I'm not as lost without clutter as our friend TJ but I'd like to have full reply windows.

I didn't see or maybe just didn't notice the button and "Go Advanced" doesn't mean much to me.
