Doesn't voting really equate to participating in those particular forums? Posting equates to participation, so I'd see it as no voting otherwise it's a bit of a farce running a parallel thread so that the no post rule could be circumnavigated. It's not my call, but you could run parallel threads to comment on all those that have restrictions. I know that's very unlikely to happen but it could.
That's what mods are for it not, to intercept breaches of the rules. If we can't have open voting then the photo competition will wither and die.

Yep rules are rules , and we have all commented on the virtues of patience , with regards to the competition withering and dying (thought that was last months topic btw) perhaps if more botl who have pms already participated all would be fine and dandy. Personally I think the photo of the month is a great competition, but alas if we are in a minority what will be will be , would be a great shame if it did fade away.
As it stands, Deano has taken away posting permissions for non-PM members.
I'm sure he could give us the permission to take part in a Poll in that particular forum.
The reason I originally said voting should be limited to people who enter wasn't to try and exclude people, it was to encourage more people to enter and therefore grow the competition
The other option would be to run the competition in that forum, and at the end, lock it and place a new thread in
general, with a voting poll and all the entries displayed in the opening post.

Agree there mate ,especially in these modern times we all have smart phones and cameras more participants would be good
