It depends very much on what you want to do. If it's just cropping and clearing up zits, moles and red eye, adding text etc then google Photoscape. It's very good, free and spyware free. Another free program is an open-source editor called The GIMP. It's interface is virtually the same as Adobe PS CS3 and has all the functionality of Photoshop. How it's still free is incredible, presumably becasue it's open source and user-developped.
