This is a not so common Cuban called a Los Statos De Luxe that Monkey gave me last year. I think its a short filler but it tasted Cuban and was a nice mild nutty smoke all the way to the end with no pepper at all. If I knew where to get them I'd get some more for sure. For my last three smokes I've been lighting them uncut though using a lighter rather than three matches and it definitely seems to make a difference, none of that initial taste from the ignition. Give it a try.

A bit more information, they're machine made, I've found them and a 1998 box is on order.
