this happened to me last month too, I think went to the sorting office to ask why I had to pay extra? They said the sorting office in Glasgow made the decision as they say it's a large letter of it doesn't freely fit through the slot of the gauge they use. I'm not complaining here. I did email them as well but never got a reply, that's when I went to my local sorting office for an answer.
