Quick pipe question?

Why when you suck a pipe, do you not suck any bits up? If that makes sense?

Tobacco is quite moist and in strands not tiny bits so it just seems to sort of clump together enough to stop this happening.

If you pack too loosely or suck too hard then sometimes you can.
