These Regulations, which apply only to England, provide exemptions from the smoke-free requirements of section 2 of the Health Act 2006 and provide for most public and work vehicles to be smoke-free under section 5 of that Act.
It certainly is allowed where there is a sampling exemption - I cannot remember ever seeing anyone sampling pipe tobacco - apart from an Event I went to in Newcastle. The Legislation allows a whole cigar to be sampled but only 'small amounts' of pipe tobacco.
I'm sure there are greater things in life than a fine cigar ........... but right now I can't think what they might be.

Such a loose term, in the grand scheme of many smokers week a couple bowls is a "small amount"
