I asked this very same question when I joined the forum and got a lot of the same answers. My personal preferences is to keep it on.

Moral of the story. If it comes packed in a box wearing cello leave it alone. It's there for a good reason or the manufacturers wouldn't go the expense of putting it on.
Same principle applies to tubos as well

I keep them on as I only have a few, if I wanted to age them I'd remove it all and sit them together but to be honest I'm not really fussed. The reason I have most of my NCs is either for cheapness or novelty. I did have a smoke with PeeJay though and I might have to get myself a box of Monte whites from Dominican. I'm pretty sure I'd leave the wrappers on in that box too.

I think discolouration of the cello wrappers is dues to the organic nature of the cellophane - so it degrades over time, hence the discolouration and if you keep it long enough, the brittleness.
I keep mine on generally - the only exception is if I take a cigar out to give it a feel/sniff and can't get the bloody thing back on afterwards.
