A mate of mine was given some old cigars for doing a job a while back. I have just done a job for him today
as a favour so he has given the cigars to me. Sadly, I think they are all shagged. They are all very hard so have
obviously not been kept in the correct environment. I would appreciate any advice you can offer to help me
try and simply get them into some sort of smokeable condition. Even if I just use them as a cheap goto for
my fishing trips.

As PJ said, Dutch cigars are dry so they should be fine.
For the others, I've heard it's best to do them slowly. Split them up into 5's or 10's and put them in a ziplock or Tupperware with a 49% boveda or beads, leave them for a couple of weeks then go to the next level, then the next etc until you get to 69%.
It's best to take it slow is what I've read. I've never actually done it myself, someone with first hand experience might be able to give you more info.
