No need for an amateur psychiatrist here - it's always an emotional risk to make moves on someone, I think the real issue is Person A's anxieties around making a tit of hisself, and this is an issue because it might prevent future happiness.
Think of the SAS motto (sticking with the military theme ) and you won't go far wrong.

Got nothing to lose my friend. Why not arrange to go out for a quiet drink/meal, see how you (oops, the hypothetical people in question) get on in "real life", and take it from there. Just be yourself and if things are working out ok it's a simple "this has been good why don't we do it again sometime" moment.
Positive response to that means you go home, select a good cigar, pour a good malt (crystal glass is best), light up, sit back and comtemplate on a very pleasant evening and many more to follow. In fact most of that also applies to a neg response too but on the basis she's given her number that won't be a worry.

If I was "person A" i would text "person B" telling her how enjoyable the conversation was. I would then invite "person B" for a coffee (neutral ground) and see if the conversation continues as enjoyably as the cyberchat did. If not, nothing lost. If yes, a whole new vista opens up.
