    Sorry for my abruptness but my immediate reaction to this kind of Daily Mail-esque SOMETHING MUST BE DONE style of reporting is to see what the actual facts are.

                The govenment should just back away and let us make our own decisions. It should be up to parents and schools to educate children about the dangers of cigarettes and smoking and not pushed upon us. There is no point in spoiling everyones enjoyment just because some stupid kids start smoking cigarettes!
