No you don't need a rod license to sea fish in England off beaches piers etc you will only need a license to catch migratory trout and salmon , good luck off the south coast lol , but sea fishing in estuaries eg the Thames will be covered by your standard fishing license

Been fishing for 25 years and somehow never realised that you didn't need a Rod license for the sea.
Probably not surprising given that about 98% of my fishing is fresh water though!
