I presumed it was to do with the gas in them. I suppose it can't be proved wether it was full or empty so doesn't matter.

Yeah me too plenty of lighters delivered with gas think thats why they are banned. I had one seized last month. I posted it to someone else in the UK got a letter telling me that they are restricted and that it had been destroyed since they could not post it back to me.
