I'm not saying it will eradicate counterfeiters but it makes life more difficult for them; in the UK they will basically have exactly the same target market as before (so people who don't know they are fakes) and in the US it will shrink as people would be able to get hold of genuine ones easily
I don't know if I'm completely missing something but I just can't see how lifting the embargo would benefit counterfeiters
