Valve of some sort, my guess is that its from a washer dryer, possibly the cold water valve that controles the condensing part of the drying system,if that part fails then you will get steam blowing out as the water hasn't been condenced out. and the why? So you can give free cigars to the first answer, even if wrong!

I wondered if it is a component out of a coffee machine and the reason is because its knackered.

Inlet valves for a dishwasher. Guessing a seal has gone hence the steam where there should have been none.

Possibly also some form of thermostat (electrical gubbins that looks like it moves) that has gone wrong.
