it's to stop the likes of us abusing street view and burgling the shop.

I checked street view, and using photo analysis techniques similar to the ones used in Blade Runner you can see a sign in the window relating to the van parked outside which belongs to a carpenter, the door is open and you can see inside, the shop is empty with wood stacked up. so looks like it's closed down and is getting reffited, 2 replicants can also be seen drinking tea on the other side of the window.
The owner did leave a forwarding address on the window of the open door, but is just a PO box, I checked this and it is registered to the Tyrell Corparation....
