In the past when I've bought Cigars from a Cigar Shop in Kreuzlingen for some friends in Austria and Germany I never had any problems at the Austrian or German Borders, most of the Posts are unmanned these days. The ones that are manned only have someone there to stamp the Global Refund Vouchers. You'll have to declare them at the UK Border though and then it's only 50. The same goes for Andorra only 50 can be brought into Spain Duty Free (per trip ).
