Never seen that myself but another good reason to open the box in front of the seller, I always do. If there's a problem I expect an immediate replacement, they probably wouldn't replace abroad if you went back later.

Anything can happen with Cuba but I have never seen an el, even an early one without a second band. Still low risk so no big deal. The Rough, knarly flame - proof wrapper is in keeping.

Yeah but that really would be cuba being cuba. Cant remember the box of RE's that either had the wrong marca band on them or wrong country (pretty sure it was the country)
