Cuban cigars are illegal in the US I kid you not, last time I went I took half dozen Cuban’s, I took all the bands off but no one at customs checked my cigar stash, I don’t know how they would prove it is Cuban tobacco and not counterfeit cigar’s that look like Cubans, decent counterfeit cigar’s look exactly the same, obviously if someone asked I would of said they were Nicaraguan or whatever, I did get a bit paranoid once when I thought what happen’s if they have a dog that can smell Cuban tobacco like dogs can with drugs or explosives, but then I thought that can’t be right lol

I'd slip the bands off & if asked say they are N.C.'s, think are are more worried about boxes coming in than a mix of singles in small numbers. Looks more like personal use that way.
