Spanish Cigar prices are regulated with, historically, one price for shops and a slightly higher price for restaurants.
I've just pulled up the latest price list dated 15/7/17 and there seem to be four prices for some cigars.
An example is Partagas Shorts
FLOR DE T. PARTAGAS Shorts (25) 3.8 4.35
FLOR DE T. PARTAGAS Shorts (25) CM 3.25 3.75
There are two rows with the cheaper one marked CM which I assume to be Comisionado para el Mercado de Tabacos.
Can anyone tell me what CM means in this context and how I can ensure I pay CM prices.
