Do the manufacturers make different cigars for each region/country?

The Cubans in Canada will be the same as the ones here with the exception of any Regional editions. EMS is now just a name.

also be aware the Tabaco products are very highly taxed in Canada so don't expect and bargains

I go to Canada every year on business and I have to say that I find the prices there even higher than in the UK. They are utterly brutal!

Just expect UK price over there not European

Tell your friend to go to Mexico. You can get some really good bargains here. Some even come with glass top boxes! WOW!

I don't think they have those in the UK.

I have been told, not sure how easy it is that you can go to Indian reservations and buy there as they have very low tax rates

I live in western Canada and wouldn't buy cigars here .

indian reservations ??? Supposed to need a treaty card ... but not always the case ... I would try at the band owned casinos .
