Just returned from some much needed sun in the marina in Tivat.
I recommend it...it has the usual Balkan relaxed attitude to smoking ( nearly everyone still smokes) and even the smallest bus stop kiosk has a couple of ancient looking Cubans in the box.
It's not a destination to stock up but I took plenty with me and found everywhere ready to assist me. Matches, cigar sized ashtrays were brought out... Even a cigar rest in one establishment.
