Geneva or Belgium. Belgium is unlimited so the LCDH in Bruges, Knokke or Ghent is a good shout, always have a good selection and smoking rooms or Gestos in Geneva, cheaper then anyplace I've seen bar Cuba. Are you driving or flying?

Geneva is also very nice, some good shops. Lovely city though more expensive then Barcelona for food, drink and most accommodation.
