We live in a global economy now. The old sales pitch that you "get what you pay" for is no longer true when you are paying over the odds is one county for the identical product just because the importers / government/ wholesalers and retailers etc say so. Same applies to the iPhones. Why are we always paying more in the UK compared to the USA? Does not mean the American version of the iPhone is of lesser quality. It just means we are being done in.

As for Bricks and Mortar, it depends. In some locations, Spain is cheaper than Cuba. The current Cohiba LE '14 is cheaper in Spain (250euros, minus 19%VAT if you're just visiting) than in Cuba (280CUC) but probably only due to conversion of USD - EUR.
But then you can bring up many cigars that are cheaper in Cuba than in Spain. I think France has some outstanding prices when it comes to the smaller cigars like Fonseca, secrets, and Cuaba Dog Turds.
Certain Middle Eastern vendors (like the one Monkey69er mentioned above me) have better prices as well and I think the Cyprus LCdH had a few goodies until it's sudden disappearence off the chatter box (or maybe I just disappeared).
Then we can get into Andorra. But take a search into that principality and you can find multiple discussions there from yesteryear.
