Tobacco Variation

I was just looking at the Habonos S. A. website, this page in particular http://www.habanos.com/article.aspx?aid=33&lang=en


I have a couple of questions for those in the know:

1.) Do Habanos have control of all of the cigars that leave Cuba?

2.) If they do then is there actually much variation in the tobacco that goes into differently branded cigars after each harvest?

Forgive me if these sound like stupid questions but I'm interested in peoples' views.

1: AFAIK all legal tobacco exports from Cuba are through Habanos.
