Probably most common construction issue. Could be caused by a lighting issue if earlier on in the cigar. Can correct itself. If not, just burn the unburnt bit. As I've just done at around the last third!

Yh agreed, most likely construction, you can leave it and it can correct itself but the perfect draw on a cigar consists of the correct amounts of wrapper, binder and filla, when it burns unevenly the amounts of each become unbalanced changing the taste, so really the quicker you can correct the uneven burn the better, unfortunately by sacrificing (burning away) a portion of your cigar, this is my opinion anyway.
