Are these Beetles?

If this was cigar beetles given they got to the stage of making their way out of the cigar they would have no doubt eaten some of the tobacco so you would have most likely had some lose tobacco fall out the foot of the cigar when you took it out. Given this was individually wrapped in cello if you did not see a bunch of lose tobacco in the cello and no tobacco fell out of the foot of the cigar when you took it out I'd say unlikely it was beetles.
I'm also assuming you didn't see any beetles inside the cello and no holes in the cello showing signs of beetles eating their way out of it? So likely in the clear here though of course as others have suggested there is always the freeze option to be on the safe side.
