I was under the impression that the culebra originated as the tobacco workers cigar ration for the day.Three peso cigars.

That was my take on it too .... give them a bundle of three cigars to smoke and stop them nicking and smoking the production stuff .... think they used to do the same sort of thing in breweries too.

I have only ever smoked a couple and did unwrap them first and they smoked amazingly well...apart from the fact that you look like you have walked into a door with your cigar
