I think everyone can agree that quality wise NCs are superior to CCs. It's not often enough to be a massive problem, though I would feel cheated on an undefilled cigar.
The rest of the article sounds a bit dubious to me. The part about fertiliser... AFAIK cuba doesn't have fertiliser due to the embargo and all tobacco is grown organically? Soil depletion might be an issue, but I can't say I noticed problems with the flavours in recent years.
Personally I find NCs much better value for money and I enjoy both from time to time. Any article from the US is to be taken with a pinch of salt, as it's always from the point of view "we are the greatest country in the world, so we must have the greatest cigars in the world as well."
