Most of us like Cubans, but many dont smoke NCs so yes it makes sense.
Many of us don't like RGs over 49 and fresh cigars, so shall we make it skinny aged cuban only? And some might not like certain cuban brands either.
So let's go with 3 aged Cohibas each?
Secret Santa or any similar thing is not about getting our wish lists complete. We can always buy the exact cigars we prefer ourselves.
I had three very cheap and mediocre cigars before that I didn't quite enjoy, but that was once only and it didn't deminish the joy of it for me.
We are not a CC only forum. There are plenty of those around for those that have a very narrow pallet.
The spirit of a secret santa (for me at least), is to give someone what I think is enjoyable and the other should not miss. And to receive what someone else thinks I would enjoy. This way we might discover something we would have never experienced ourselves.
It makes sense to say we stick to x amount of cigars, to keep it even.
I would say, you can say what you like and what flavours are to your liking and whoever draws you can then see fit how to match your taste, be that all CC or not.

Now your being pedantic, Its not a wishlist to say Cubans only, there are huge amount to choose from.. Its not really worth getting into an argument over it either, perhaps the rules should have been set before entry.
Or maybe just be grateful for a gift? Try something new or put it aside to bomb someone else
Totally agree, let's not go down this route of what we want and don't want.
We are a great bunch of lads who from previous experience are very generous in there gifts and should just be great full for the gift and be part of the fun.
