I was thinking Cities in the EU. Is Spain regarded as the most cost effective destination?
Dusselforf, the home of Cigarworld would probably be a good hit. I've also read good reports about Amsterdam on here. Good prices in Geneva but not in the EU so restrictions would apply. You can't buy singles in Portugal except for tubos.
I once went without sugar for 3 months while travelling in Asia. The sweets in China are just not right. After a while I had 0 desire for any sweets. Even when back in Europe I didn't eat sweets for a bit. But as soon as I had some again, the urges were back.
When you scan a brain on sugar, it lights up the same way than when you take cocain. :s
I was in Amsterdam just recently. The LCDH there is good and you can definitely grab a few bargains, compared to the UK. The Conservatorium Hotel, in which it's based, is a fantastic setting for it too.

I normally fly Easyjet from Luton to Madrid. If you book in advance it'll only cost you ?50 return in early spring or late autumn. If you fly on a Monday you can get there and back in a (fairly long) day.
You can bring back 200 so if you know what you want it's probably worth emailing in advance.
