Polish cigar market is really really tiny. Tiny enough that polish govorment didnt even tax it (tax till lsst year was fixed fee of like 5p per cigar+vat). I went through polish forum looking for regional cigars in Poland. I found only post about how good it would to have something like this if I find any trace about it I will share my findings here.

Three Laws are:
- A robot may not injure a human being or, through inaction, allow a human being to come to harm.
- A robot must obey the orders given to it by human beings, except where such orders would conflict with the First Law.
- A robot must protect its own existence as long as such protection does not conflict with the First or Second Law.

The regional editions only started in 2004 I think (so after the demise of communism) and only go to areas where theres a significant market worth serving, so if the market in Poland is tiny as you say Makaron then it wouldn't be worthwhile creating one.
