But seriously I think my post was clear. They can and do do some things to try to improve quality. I do know of multiple cases that have been returned after too many bad draws reported. They are not unique amongst distributors in this of course, but it is not the same globally.
We saw huge quantities of often poor 1999-2002 sticks hit the grey market. Aparrently many of these were rejected by the more quality orientated distributors. Saying that I am sure the inevitable commercial imperitve to have stock to sell would always be an influence.
Clearly UK prices are very hard to swallow when we have the double impact of distributor monolopy (intentionally maintaining a premium market point) and high taxation. I don't think anyone who frequents forums would argue. I certainly am not but I do recognise the reality of retail cigars in the uk, and the very low probability of change.
The flip side is we have some amazing cigar specialists who probably wouldn't exist on the margins we see in France or Spain.
