You can definitely smoke it with pieces of the wrapper missing. I'm pretty sure (though I haven't tried it) that you could just smoke a cigar without the wrapper altogether - the outer binder leaves will serve pretty much the same role.
I personally hate it when the wrapper begins unraveling, so I fix it with cigarette rolling paper when that happens - if the piece of wrapper that's coming off is still attached and the damaged area is not too large. Else I guess you just remove the damaged parts of the wrapper.

its the wrapper thats come off about a square inch i just hope all the smoke wont come out where there is no wrapper

The purpose is to bring the humidity level to 70% SLOWLY and over a period of a few days. If you put dry cigars directly in that kind of humidity they will crack and often the binder and filler will expand faster than the wrapper causing the cigar to tear and appear as if it exploded
