And what are the other implications, as basically they're second-hand, maybe even third-hand and I'm guessing collectors don't buy them to smoke them, but only to possess them. Possibly no implications, as the owner on who's behalf they're being auctioned might just as easily be living in a street around the corner as in Siberia?

Actually this cigar was still available in Switzerland in 2002/2003/2004

This cigar is exactly the same as the S?rie du Connaisseur No.3, with maybe more draw problems.
(The draw problems could explain why some boxes are still on the market)

Yes, and a high premium too for somebody.

Gauntley's have a box of PSdC No 3s at ?229. Looking on the web, Mitch's auction sold a box of Charlottes back in 2009 for ?520. I guess someone really, really wanted them.
